Tracking waste tyres and asbestos waste

The Integrated Waste Tracking Solution (IWTS) is the EPA’s new online system for tracking waste tyres and asbestos (as well as trackable wastes), within NSW.

Waste tyres and asbestos waste above certain quantities must be tracked when they are transported within NSW from one place to another, including transfer or intermediate locations.

Under clauses 76 and 79 of the Protection of the Environment Operations (Waste) Regulation 2014, waste consignors, transporters, and receivers must provide information to the EPA:

  • when consigning, transporting or accepting tyres with a total weight of 200 kilograms or more, or 20 or more tyres, in any single load; or
  • when consigning, transporting or accepting 100 kilograms or more of asbestos waste, or 10 square metres or more of waste asbestos sheeting, in any single load.

To meet the clause 76 and 79 requirements, you must use the IWTS unless otherwise specified or permitted (see Asbestos and Waste Tyre Guidelines). The requirements under clauses 76 and 79 apply to the transport of waste tyres and asbestos within NSW only.

The Asbestos and Waste Tyres Guidelines (PDF 255KB) (the Guidelines) contain legal requirements that consignors, transporters, and receivers of waste tyres and asbestos waste must meet in addition to their obligations under the Protection of the Environment Operations (Waste) Regulation 2014.

The Guidelines include general and specific requirements, including on the use of the IWTS to report on the location and movement of waste tyres and asbestos waste.

If transporting waste tyres or asbestos interstate, tracking requirements for ‘trackable’ (hazardous) waste apply.

EPA monitors compliance

The EPA monitors these wastes to ensure:

  • consistency and certainty for the waste industry
  • a healthier environment for everyone
  • the EPA is kept informed on the movement of the asbestos waste and waste tyres within NSW
  • enforcement and compliance activities are targeted, while the impact on businesses obeying the law is minimised.

It is an offence:

  • if consigning and transporting waste tyres above the minimum thresholds, to not report that information to the EPA using the IWTS where required. The EPA has had the IWTS designed to facilitate those reporting obligations. 
  • if consigning and transporting asbestos waste above the minimum thresholds, to not report that information to the EPA using the IWTS where required
  • to not report deliveries of asbestos waste and waste tyres that are not tracked in accordance with NSW requirements.

The EPA can use a range of regulatory tools, including fines, to ensure compliance.
