Local council operations

We provide waste and recycling program and infrastructure funding for local councils, and support for groups of councils to collaborate across regions.

Regional Coordination Support Program

We administer the Regional Coordination Support Program which provides support for regional collaboration on waste and resource recovery priorities to regional organisations of councils, council groups, joint organisations, and voluntary regional waste groups.

The NSW Government has committed $15.6 million over five years under the NSW Waste and Sustainable Materials Strategy (WaSM) to build on the success of the program and continue support for regional collaboration and the transition to a NSW circular economy.

Regional Networks for Effective Waste Management (RENEW)

The program supports 14 participating regional waste groups under the umbrella of RENEW NSW who work together to improve resource recovery and waste management across NSW.

RENEW monitors and facilitates improvements to waste management and resource recovery practices in rural, regional and metropolitan NSW. It also serves as an advisory body on matters like infrastructure sharing, resource recovery systems, regional procurement, drop-off centres and other circular economy activities.

They work with a range of stakeholders across state and local government, industry, communities, and other regional waste groups to provide leadership and innovation, drive continuous improvement in sustainable waste and resource management practices.

RENEW is split into two groupings: RENEW – Metro and RENEW – Regional and are guided by the following principles:

  • engaging regional groups and their member councils
  • addressing differing issues and priorities
  • enabling intergovernmental liaison
  • balancing planning and action to ensure delivery of results
  • supporting skills development
  • advocating rural and metropolitan initiatives and programs
  • guiding and developing effective and focused projects
  • facilitating effective communication and education programs
  • implementing community engagement and evaluation techniques
  • sharing learnings and resources for adaptation to differing audiences
  • Integrating innovative sustainable resource management.

Northern Sydney Regional Organisation of Councils (NSROC) 

NSROC comprises eight councils from the northern Sydney area: Hornsby, Hunter’s Hill, Ku-ring-gai, Lane Cove, Mosman, North Sydney, Ryde and Willoughby. NSROC was formed to assist local councils collaborate on key issues and activities which generate social, environmental and economic benefits for the region as a whole.

They seek out innovative partnerships with State and Federal departments, charities, community organisations and developers – all with the goal of securing resources that support local communities.

Southern Sydney Regional Organisation of Councils (SSROC)

SSROC is an incorporated association of 12 councils in the southern Sydney area: Bayside, Burwood, City of Canada Bay, Canterbury Bankstown, Georges River, Inner West, Randwick, City of Sydney, Strathfield, Sutherland, Waverley and Woollahra.

SSROC provides a forum through which member councils can interact, exchange ideas, and work collaboratively to solve regional issues and contribute to the future sustainability of the region. They advocate on behalf of the region to ensure that the major issues are addressed by all levels of government. Their current focus includes the environment, transport, procurement, waste, and planning.

Western Sydney Regional Organisation of Councils (WSROC)

WSROC is a membership organisation which represents eight councils in the greater western Sydney region: Blacktown City, Blue Mountains, Cumberland, Fairfield City, Hawkesbury City, The Hills Shire, Liverpool City and Parramatta City.

WSROC's primary role is to represent the councils and communities of Greater Western Sydney, as well as developing resource sharing and other co-operative projects between member councils. WSROC also manages a number of projects, which are either funded jointly by its members or from external sources.

The Parks Waste Alliance

The alliance (previously known as the Macarthur Strategic Waste Alliance) comprises four councils from Camden, Campbelltown City, Wollondilly Shire and Penrith City with a view to working towards a broader regional collaborative model.

Illawarra Shoalhaven Joint Organisation (ISJO)

ISJO consists of four member councils: Kiama, Shellharbour City, Shoalhaven City and Wollongong City. ISJO works together to promote and foster the sustainable development of the region by building on its unique and diverse economic, natural and cultural heritage.

They represent a commitment to collaborate in the long term to develop and support a shared vision for the region.

Hunter Joint Organisation (HJO)

The Hunter Joint Organisation is a collaborative body that brings together the ten councils in the region to provide a united and local voice for our communities. They are the Central Coast, Cessnock City, Dungog Shire, Lake Macquarie City, Maitland City, MidCoast, Muswellbrook, Newcastle, Port Stephens, Singleton and Upper Hunter Shire councils.

As the hub for local intergovernmental collaboration, their statutory mandate includes identifying key regional strategic priorities, advocating for these priorities, and building collaborations around these priorities with other levels of government, industry and community.

Canberra Region Joint Organisation (CRJO)

CRJO provides a forum for councils, State agencies and other stakeholders to work together at a regional level to identify shared priorities; delivering important regional projects and better outcomes for communities.

Their member councils include Bega Valley Shire, Eurobodalla Shire, Goulburn Mulwaree, Hilltops, Queanbeyan-Palerang, Snowy Monaro, Snowy Valleys, Upper Lachlan Shire, Wingecarribee Shire and Yass Valley.

MidWaste Regional Waste Forum (MidWaste)

MidWaste comprises five councils located on the Mid North Coast of New South Wales: Bellingen Shire, Coffs Harbour City, Kempsey Shire, Nambucca Valley and Port Macquarie-Hastings.

MidWaste works collectively to strategically manage waste on a regional scale.

NetWaste

NetWaste is a voluntary regional waste group formed in 1995 to provide collaborative approaches to waste and resource management. Covering almost 40% of the state, benefits are delivered to 25 member councils in regional NSW: Bathurst Regional, Blayney, Bogan, Bourke, Brewarrina, Broken Hill, Cabonne, Central Darling, Cobar, Coonamble, Cowra, Dubbo Regional, Forbes, Gilgandra, Lachlan, Lithgow, Mid-Western Regional, Narromine, Oberon, Orange, Parkes, Walgett, Warren, Warrumbungle Shire and Weddin

NetWaste delivers outcomes beyond regional service arrangements, through targeted waste management projects, education and community engagement programs, and member Council enablement.

North East Waste (NE Waste)

NE Waste is a group of councils on the North Coast of New South Wales which includes Ballina, Byron, Clarence Valley, Kyogle, Lismore, Richmond Valley and Tweed.

NE Waste works together towards cost-effective waste management solutions and aims to achieve the development and implementation of local and regionally based solutions to waste management.

Northern Inland Regional Waste (NIRW)

NIRW is a regional waste group in the New England and North West region of NSW. NIRW works collaboratively for better regional outcomes in waste management and resource recovery. NIRW leads a number of programs and addresses issues using a strategic regional approach.

NIRW’s member councils include Armidale Regional, Glen Innes Severn, Gunnedah Shire, Gwydir Shire, Inverell Shire, Liverpool Plains Shire, Moree Plains Shire, Narrabri Shire, Tamworth Regional, Tenterfield Shire, Uralla Shire and Walcha.

Riverina and Murray Joint Organisation

RAMJO brings together 13 regional councils to provide a united and local voice for our communities on key issues. RAMJO also has two waste groups that work with their member councils across the region to provide collaborative approaches to waste and resource management. 

The Riverina Waste Group includes Carrathool Shire, Griffith City, Hay Shire, Leeton Shire, Murrumbidgee and Narrandera Shire

The Murray Waste Group includes Albury City, Balranald Shire, Berrigan Shire, Edward River, Federation, Murray River and Wentworth Shire.

Riverina Eastern Regional Organisation of Councils (REROC)

The REROC Waste Forum was established in 1997 to promote co-operation between REROC member councils in relation to waste management. Since that time it has expanded beyond waste management issues to encompass a wide variety of environmental issues and has been responsible for initiating a number of diverse projects.

The Waste Forum focuses on a two-pronged approach to waste management in the region:

  • projects to improve community awareness and behaviour in relation to waste issues;
  • projects to identify and implement solutions in resource and infrastructure management.

REROC’s member councils include Bland, Coolamon, Cootamundra – Gundagai, Greater Hume Shire, Junee, Lockhart, Temora and Wagga Wagga.

Regional responses to WaSM

Under Waste Less, Recycle More regional waste groups prepared regional waste strategies to guide the work of the groups and their member councils, and demonstrate a regional commitment towards achieving waste management and the NSW Government’s waste diversion targets.

These strategies are now called Regional Responses to WaSM and reflect regional and local priorities under the new policy direction of the WaSM. We issued guidance (PDF 897KB) to assist regional waste groups plan and prepare their strategic responses to the WaSM.

Program funding provided to regional waste groups also resources regional coordinator positions who operate as conduits between the EPA and local government. Regional coordinators are our key contacts and support a strategic approach to regional waste and resource recovery priorities and help identify opportunities to coordinate efforts across government and other sectors.
